In order to promote the value mining and efficient circulation of intelligent connected vehicle data, and promote the rapid and healthy development of the intelligent connected vehicle industry, under the guidance of the Beijing Municipal Party Committee Cyberspace Administration, Beijing Municipal Bureau of Economy and Information Technology, and Beijing High level Autonomous Driving Demonstration Zone Work Office, the 2024 Intelligent Connected Vehicle Data Security and Development Forum was held in Beijing on November 29th.
This forum is jointly hosted by Beijing Chewang Technology Development Co., Ltd. and Intelligent Connected Vehicle Data Governance Innovation Center, and organized by ICMA Intelligent Connected Travel Research Institute and Beijing International Digital Economy Governance Research Institute. Wang Fei, Deputy Director of the Cyberspace Administration of Beijing Municipal Committee, and Wang Lei, Deputy Director of the Management Committee of Beijing Economic and Technological Development Zone, attended and delivered speeches. Experts and guests from government regulatory departments and professional research institutions, including the Geographic Information Management Department of the Ministry of Natural Resources, the Map Technology Review Center of the Ministry of Natural Resources, the Data and Technology Support Center of the Cyberspace Administration of China, the Cyberspace Administration of the Beijing Municipal Party Committee, and the National Intelligent Connected Vehicle Innovation Center, as well as guests from enterprises in the field of intelligent connected vehicles such as NavInfo, Tianjin Inspection Center, Audi, Bosch, Xiaomi, and Huawei, shared topics related to data security and development of intelligent connected vehicles with on-site and online audiences. He Shanshan, Executive Director of Beijing International Digital Economy Governance Research Institute and Director of ICMA Intelligent Mobility Research Institute, served as the moderator of the conference.

It is necessary to iteratively improve and perfect from the aspects of law, management, technology, collaboration, etc., and constantly create new situations for the data security and development of intelligent connected vehicles. The Beijing Municipal Cyberspace Administration continues to strengthen the foundation of intelligent connected vehicle data security and continuously improve the organizational structure and institutional norms for internal data security management of enterprises. Relying on sandbox supervision and other inclusive and prudent new regulatory methods, we will carry out innovative applications of intelligent connected vehicle data. Deepen serving enterprises, focus on pain points and difficult issues in enterprise development, and promote the formation of a data governance structure that combines government supervision and market self-discipline.

The forum has established the "Annual Excellent Case" award since this session, aiming to recognize benchmark cases that can promote the security and development of intelligent connected vehicle data, and play a demonstrative role in the healthy development of the intelligent connected vehicle industry. After the application of the enterprise and the evaluation of experts, the "2024 Excellent Case" of the Intelligent Connected Vehicle Data Governance Innovation Center was announced and unveiled to the public at the conference. BMW China and Audi China have won awards respectively in the field of "important data recognition in the automotive industry". In the direction of "data compliance solutions", Xiaomi Auto's "driving data compliance solution" and Ideal Auto's "overseas data compliance solution" have won awards respectively. Bosch China and Carid China are both listed in the direction of "data governance system construction". Wang Fei, Deputy Director of the Cyberspace Administration of Beijing Municipal Committee, served as the award presenter and congratulated the award-winning enterprises.

In the direction of "Geographic Information Security and Development of Intelligent Connected Vehicle Industry", Director Zhang Wei from the Geographic Information Management Department of the Ministry of Natural Resources gave a key interpretation of the "Notice of the Ministry of Natural Resources on Strengthening the Management of Surveying and Mapping Geographic Information Security Related to Intelligent Connected Vehicles" issued this year. Director Di Lin of the Map Technology Review Center of the Ministry of Natural Resources introduced the policy measures issued by the Ministry of Natural Resources for the security of autonomous driving surveying and mapping geographic information, including the issuance of management documents, the organization of high-precision map application pilot work, the release of relevant map standard system guidelines, the organization of the development of mandatory national standards, and the improvement of intelligent review efficiency of auxiliary maps, providing rich data element guarantees for the construction and high-quality development of Digital China.
In the direction of "Security Management and Institutional Innovation of Cross border Automotive Data", Director Lin Zhiqiang of the Data and Technology Support Center of the Cyberspace Administration of China introduced the cutting-edge progress of data cross-border flow and governance, and comprehensively introduced the key measures and specific practices of China's data cross-border security management system. Xu Shuo, Deputy Director of the Cyberspace Administration of the Beijing Municipal Party Committee, subsequently provided a specific interpretation of the "Negative List" of the "China (Beijing) Pilot Free Trade Zone Data Export Management List" and introduced other cross-border data related work in Beijing, encouraging more enterprises to make good use of various preferential policies and promote enterprise development through cross-border data.
During the keynote speech, Xu Junqi, Vice President of ICMA Intelligent Mobility Research Institute, interpreted the compliance obligations that car companies should follow in the "Regulations on Network Data Security Management". Professor Du Xiao from the School of Software at Beihang University and Chief Expert of the National Intelligent Connected Vehicle Innovation Center for Vehicle, Road, and Cloud Integration, with the theme of "Looking at the Development Path of the Vehicle, Road, and Cloud Network Map from a Data Perspective", drew four directions for the construction of the vehicle, road, and cloud network support platforms, demonstrating the importance of data interaction. Fang Rui, General Manager of the Security Division of the National Intelligent Connected Vehicle Innovation Center, introduced the cutting-edge progress of data security governance technology application in intelligent connected vehicles, especially the important role of artificial intelligence technology in data security protection and governance. Guo Panshi, General Manager of the Government and Enterprise Customer Department of NavInfo New North District, gave a presentation titled "Reflections on Data Compliance and Surveying Security in the Large Scale Application Scenarios of Vehicle Road Cloud Integration", suggesting that enterprises should enhance their awareness of data security, improve industry management mechanisms, promote technological support and adaptation, and explore sustainable operating models. Wang Jue, the project manager of data security at Tianjin Inspection Center, introduced the importance of vehicle data security from the perspective of inspection and testing, as well as the key and difficult points of compliance testing for vehicle data security in China.
In the sharing session of enterprise data governance practices, Li Zhao, a data protection officer from Audi (China), introduced the methods and approaches of Audi China's automotive data governance and classification and grading; Bosch data security expert Du Meiting shared the construction strategy and application effect of Bosch China's automotive data governance system. In the final roundtable discussion, senior legal advisor Wang Xiaoguang from Huawei Intelligent Automotive Solutions, legal manager Hou Yuan from Xiaomi Automotive, and general manager Guo Panshi from the North Region Government Enterprise Customer Department of NavInfo fully discussed the problems encountered by enterprises in data compliance projects. Through their respective corporate perspectives and business practices, they provided feasible references for solving industry data security governance and compliance challenges.
This year marks the third successful edition of the Intelligent Connected Vehicle Data Security and Development Forum.
