On the occasion of the 10th anniversary of the development of China's new energy vehicle charging and swapping industry, the "2025 China Automotive Charging and Swapping Ecology Conference" hosted by the China Electric Vehicle Charging Infrastructure Promotion Alliance (hereinafter referred to as the "China Charging Alliance") and the Charging and Swapping Branch of the China Association of Automobile Manufacturers (hereinafter referred to as the "Charging and Swapping Branch") will be held in Hefei, Anhui Province from September 27th to 30th.

On the afternoon of August 27th, a media conference for the 2025 China Automotive Charging and Swapping Ecology Conference was held in Hefei, Anhui. The meeting was chaired by Tong Zongqi, Deputy Secretary General of China Charging Alliance and Charging and Swapping Branch. Zou Peng, Executive Secretary General of China Charging Alliance and Charging and Swapping Branch, introduced the main contents of the "2025 China Automotive Charging and Swapping Ecology Conference". Relevant leaders from Hefei Industry and Information Technology Bureau attended the meeting.

According to Zou Peng, with the support and guidance of national policies, China's charging and swapping industry has grown from scratch and from weak to strong since 2015. After ten years of vigorous development, we have built the world's largest electric vehicle charging network, with 2 charging piles for every 5 vehicles, ranking first in the world in terms of market size. As of the end of June 2025, the total number of new energy vehicles in China is 36.89 million, including 25.539 million pure electric vehicles. With the rapid development of new energy vehicles, the charging infrastructure has also achieved remarkable results. According to the latest statistics from the alliance, as of July 2025, the number of charging infrastructure in China is 16.696 million, a year-on-year increase of 53%.

On October 12, 2015, in accordance with the Guiding Opinions of the General Office of the State Council on Accelerating the Construction of Electric Vehicle Charging Infrastructure (State Council Document No. 73 [2015]), the China Electric Vehicle Charging Infrastructure Promotion Alliance was officially established. The alliance is initiated and established by major electric vehicle manufacturers, energy suppliers, communication service providers, charging facility manufacturers, charging operation service providers, universities, third-party organizations, and related community organizations based on the principles of "voluntary, equal, cooperative, and mutually beneficial". It is a non-profit community organization with certain organizational and coordination capabilities. During the decade of development of new energy vehicles in our country, the alliance has been not only a witness, but also an important participant and contributor. For many years, the alliance has closely focused on the development needs of the industry, actively carried out various work, and provided technical support, communication and cooperation platforms, and decision-making references for the industry through standard setting, data release, report release, conference activities, etc., promoting the standardization, normalization, and high-quality development of the charging and swapping industry.

Combined with the 2025 Hefei International New Energy Vehicle Exhibition, this conference will review the development history of the charging and swapping industry, summarize valuable experience, and lay a solid foundation for the future development of the industry. According to Zou Peng, the series of activities for the 10th anniversary of charging and swapping, with the theme of "Ten Years of Progress, Intelligent Future", includes three core activities: "Review of the Development Achievements of the Charging and Swapping Industry", "China Automotive Charging and Swapping Ecology Conference", and "New Energy Vehicles and Charging Stations Going to the Countryside". Through multidimensional exchanges and discussions around service quality, industrial ecology, business models, overseas development, technological innovation, etc., the conference systematically presents the brilliant achievements of China's charging and swapping development in the past decade.

As the first meeting of the conference, the closed door meeting on the afternoon of September 27th will be themed "High Quality Development of the Charging and Swapping Industry", focusing on hot topics in the charging and swapping industry such as equipment quality grading, service quality improvement, standardized market consumption environment, industry "internal competition", and suggestions for establishing a sound market competition mechanism. Leaders of government regulatory departments, leaders of enterprises deeply involved in the charging and swapping industry, senior experts, leaders of local alliances, representatives of industry associations, etc. will be invited to deeply analyze the opportunities and challenges faced by the development of the charging and swapping industry, and jointly provide suggestions for the future development of the industry.

As an important hub city for the development of the national new energy vehicle industry, Hefei has always attached great importance to the development of the new energy vehicle and charging and swapping facility industries, providing solid guarantees for the smooth holding of this conference.

It is reported that in order to better encourage green consumption of automobiles and ensure the healthy development of the new energy vehicle industry, Hefei City has included "promoting the construction of charging and swapping infrastructure" in the 50 livelihood issues for 2024 and actively promoted its implementation. As of the end of June 2025, the number of public charging infrastructure in Hefei has reached 28500, with a vehicle to pile ratio of 1.6:1. At present, a 2-kilometer charging service circle has been basically formed in the urban area of Hefei, covering diverse urban scenes such as "two districts and three centers" and public parking lots. At the same time, charging facilities in highways and ordinary national and provincial trunk service areas have also achieved 100% coverage. On July 22, the Urban and Rural Construction Bureau of Hefei City, Anhui Province issued a notice on the implementation details of several policies to promote the high-quality development of the intelligent connected new energy vehicle industry in Hefei City (urban and rural construction part), clarifying measures to further encourage and support the construction of charging and swapping stations, and to support the operation of public charging and swapping facilities in counties.

Hefei city also vigorously promotes and innovates in the construction of battery swapping stations. It is reported that since 2022, the financial coordination funds of Hefei City have exceeded 80 million yuan to support the construction and operation of battery swapping infrastructure. As of July this year, a total of 101 battery swapping facilities have been built in the city. At the same time, Hefei has also built an intelligent connected vehicle innovation platform, which integrates data on battery swapping infrastructure into the platform and dynamically monitors operational data. Promote the integration of battery swapping stations into the grid peak shaving system, leverage the energy storage capabilities of battery swapping infrastructure, and achieve flexible allocation of power resources.
