Specifically, the European Union has the power to recall cars in 27 member states and impose fines of up to 30,000 euros per car manufacturer that violates EU emissions or safety regulations. In addition, if European consumers buy a car that later violates EU law and is ordered to stop driving, they can file a claim for compensation from the car manufacturer.
Previously, recalls and fines could only be carried out by the competent authority of the country where the car manufacturer is located, but the European Union believes that this regulation cannot prevent a large-scale car recall.
The European Union began to amend relevant regulations as early as 2013 and strengthened relevant plans after the Volkswagen emission gate. It is understood that Volkswagen admitted to cheating in the US emissions test in 2015 and triggered a global lawsuit, causing the company to lose more than 30 billion euros.
Generally speaking, it is an EU country to take measures against a non-compliant car manufacturer. But now, if the EU believes that these measures are insufficient and are supported by most EU countries, it can propose further corrective measures, such as canceling the type approval of the vehicle.
In addition, the EU will also begin inspections of vehicles and has invested 7 million euros in two test laboratories. At the same time, EU countries must conduct emissions testing on cars already on the road to prevent emissions cheating.
